The Prisoner Learning Alliance (PLA), after consultation with its 16 members and over 50 teachers, prisoners, ex-prisoners, Governors, officers and other stakeholders, has developed a set of three key principles for the future of prisoner learning. Prisoner learning should be; outcome-focused, joined-up and
value-driven. In 'Smart Rehabilitation', the PLA makes 17 recommendations for how to achieve this.
